For a qualifying short visit, an American traveler may use the Schengen short-stay framework without first obtaining a French long-stay visa. The controlling limit is a total of 90 days in any rolling 180-day period across the Schengen Area, not 90 days separately in France.

Short-stay permission is not French residence permission. It does not create an indefinite right to live in France or answer which French long-stay category applies.

What the 90-in-180 rule means

The 180-day period moves with each day of presence. Count all days spent in every Schengen country during the relevant look-back period. Leaving France for another Schengen country does not stop the Schengen count.
