The short answer

Portugal’s IMT guidance explicitly includes the United States in its named OECD/convention category. A qualifying U.S. licence may remain usable in Portugal, including after residence, and an exchange route exists. Neither result is unconditional.

Continued use is not the same as exchange

The IMT distinction matters. Continued driving in Portugal is not automatically the same as exchanging a foreign licence for a Portuguese one. The applicable conditions include licence validity, the issue or last-renewal date, the driver’s age, the vehicle category, the minimum driving age, and whether the licence is suspended, expired, or otherwise affected.

What can an exchange involve?

IMT describes an exchange process with medical evaluation and documentary requirements. Depending on the category, the file can include identification, proof of residence, the foreign licence, and a certificate of authenticity. Heavy-vehicle, professional-driver, endorsement, and unusual issuing-jurisdiction cases need separate verification.

What should an American verify?

Record the issuing jurisdiction, licence class, issue and renewal dates, validity, residence status, age, and intended vehicle use before choosing a process. Do not treat the U.S.-specific classification as a universal rule for every foreign licence.
